First aid follows the workplace. On a host site that is usually the host. On a workplace the employer controls, that employer does the assessment.

Which workplace
OHS Regulation Part 3 Division 4 and Schedule 3-A set first aid by workplace — hazard rating, number of workers, surface travel time. They are not the same at every lift.
Client / host site
On a host construction or industrial site, first aid is the host’s or the prime contractor’s. Before work, the crew knows where it is, who the attendant is, and how to summon it. That goes on the FLHA. GOSPEL-FRM-012 is still completed for a worker on the lift.
Workplace the employer controls
If the employer controls the workplace — office, yard, shop — that employer conducts the first-aid assessment, posts it, and provides the equipment, attendants and procedures that assessment requires. Review when the work or the number of workers changes.
Records
First aid records are kept at least three years. 3.19. They are available as that section requires — not as a lunch-room story.
